Conduct Public Hearings Pertaining to the Following

 

A.

To consider an Ordinance authorizing the execution and delivery of a Fee In Lieu Ot Tax Agreement by and between Spartanburg County, South Carolina and Huvis Indorama Advanced Materials, LLC (Project Columbus) with respect to certain economic development property in the County, whereby such property will be subject to certain payments in lieu of taxes, including the provision of certain Special Source Credits; and other matters related thereto.  The Agreement will be delivered by the County pursuant to Title 12, Chapter 44, Code of Laws of South Carolina 1976, as amended, and the Ordinance.

 

B.

To consider an Ordinance amending the Unified Land Management Ordinance (ULMO), Ordinance No. O-99-15, as amended, so as to define Rural Event Venues, parking requirements for said venues, including rural wedding venues, agritourism facilities, and natural/passive park facilities, and provide a process for said venues to obtain temporary operating permits.

 

C.

To consider an Ordinance authorizing the execution and delivery of a Fee In Lieu Of Tax Agreement by and between Spartanburg County, South Carolina and Pinestone Warehouse LLC (Project Pendleton) with respect to certain economic development property in the County, whereby such property will be subject to certain payments in lieu of taxes, including the provision of certain special source credits; and other matters related thereto.

 

D.

To consider an Ordinance accepting and approving a Plan of Consolidation; authorizing the Consolidation of the Enoree Community Fire Service Area and the Hobbysville Fire Service Area into the Cross Anchor Community Fire Service Area; authorizing certain amendments, modifications and changes to the County's Code of Ordinances; recognizing the dissolution of certain Nonprofit Corporations; authorizing the acceptance of certain real and personal property assets of the Consolidated Fire Service areas and the Nonprofit Corporations; and other matters relating thereto.

 

E.

To consider an Ordinance authorizing the execution and delivery of a Fee In Lieu Of Tax Agreement by and between Spartanburg County, South Carolina and A.L. Industries, Inc. [Project Gator] with respect to certain economic development property in the County, whereby

 

such property will be subject to certain payments in lieu of taxes; and other matters related thereto.

 

F.

To consider a Budget Ordinance relating to the fiscal affairs of Spartanburg County making appropriations therefore, levying taxes for the fiscal year beginning July 1, 2018 and ending June 30, 2019; to provide for budget control of said appropriation by the Spartanburg County Council.

 

G.

To consider a Budget Ordinance to establish Capital Project Budgets for the 2018-2019 Budget Year of the Five-Year Capital Improvement Plan.

 

H.

To consider an Application for Special Public Event Exclusion from the Noise Ordinance requested by Greer Dragway from 4:00 p.m. until 11:30 p.m. on Saturday, June 16, 2018 and Saturday, June 30, 2018 for a drag race at 1792 Dragway Road, Greer.

Receive information and take desired action in reference to an Ordinance to develop, pursuant to Sec. 4-1-170 of the South Carolina Code of Laws, 1976, as amended, a jointly owned and operated Industrial/Business Park, to be known as the Project TRP Multi-County Park, in conjunction with Union County, South Carolina, such Industrial/Business Park to be geographically located in Union County, South Carolina; to provide for a written agreement with Union County as to the sharing of the revenues and expenses of the Park; to provide for the distribution of revenues from the Park amonth the taxing entities having jurisdiction over the Park; to provide for a User Fee in Lieu of Ad Valorem Taxation; and other matters related thereto.

3.

Receive information and take desired action in reference to an Ordinance to amend the Agreement for Development for Joint County Industrial Park by and between Spartanburg County and Cherokee County, South Carolina, so as to include additional property in Spartanburg County as part of the Joint County Industrial Park, and other matters relating thereto.  (Precision Jig and Fixture South, LLC; Pinestone Warehouse, LLC; Inland 85 Logistics Center, LLC; and other parcels in District 5)

Render third reading to an Ordinance authorizing the execution and delivery of a Special Source Revenue Credit Agreement by and between Spartanburg County, South Carolina and Inland 85 Logistics Center, LLC with respect to Special Source Revenue Credits to be applied against fee in lieu of tax payments related to certain investments in the County; and other matters related thereto.

 

C.

Render third reading to an Ordinance authorizing the conversion by Spartanburg County of certain rights of Henkel Corporation(the "Company") under an existing Lease Agreement with the County to a Fee Agreement pursuant to Title 12, Chapter 44, South Carolina Code, 1976, as amended (the "Act"), as provided in the Act; authorizing the execution and delivery of a Fee In Lieu Of Tax (Conversion) Agreement by and between the County and the Company; authorizing the reconveyance by the County to the Company of the property subject to such Lease Agreement; and other matters related thereto.
